Second Chances and Moving Forward Voting and Other Opportunities for Ex Felons Our Program: Second Chances will not be the only outreach to former felons to be registered to vote, but Operation New Hope will be coming to St. Johns County. At the luncheon you can learn more about this new initiative from Nancy O'Byrne, understand how we will be moving forward with voter registration from Gary Farris, and have the opportunity to ask questions to Emmett Tatter, a former inmate and son of local artist, Wendy Tatter.
